The Biden administration proposed the largest-ever increase in non-defense research and development spending as it looks to out-compete China in emerging technologies with the release of his first budget. The budget proposes $171.3 billion for R&D across more than 20 federal agencies ?which represents a 9% increase from prior year proposals.
